Seriously...... Answer people when they need your Help, theres countless of comments regarding the second part of this Tutorial. Since you did not explain it well at all. You can at least answer their questions....... Other than that, it's a good tut.. besides the middle part.

The second part I don't understand what went wrong. I did everything the tutorial said to do but when I apply the filter the dots don't show up at all like they are supposed to. I unlocked the layer. So what am I doing wrong?

new layer, paint the whole layer the color of your choice, create clipping mask over the dots!
